A proposal only takes effect if it reaches quorum (500 total voting weight) and passes with more Yes than No within its 7-day voting window - this is what makes a vote actually gate a critical decision, not just a poll. Proposing stays open to any activated wallet; the vote itself is the real gate.
Wallets currently gathering community support to become a validator. Any activated-governance wallet with reputation 30 or higher can support up to 3 different applicants - once an application gets enough support weight, it advances to the next onboarding stage.
